Sound familiar?
We’re not a consulting firm that recommends and departs. We build the solution. You own the outcome. Paktolus builds, implements, and integrates technology for insurance carriers: submission intake, claims workflow, rating, policy administration, and the connections that hold it all together.
Common Carrier Challenges
These are the problems carriers bring us most often.
“We can't get a quote out the door fast enough”
Submission intake and clearance, rating and comparative rating, quote-to-bind workflow, ACORD digitization, and policy administration. Built or implemented around how your underwriters actually make decisions.
“Claims cost too much and take too long.”
FNOL intake, adjuster workflow, cycle time reduction, reserve visibility, and claims data integration. Delivered in phases so your team validates each piece before it runs live.
“Our systems don't talk to each other.”
API and microservices architecture, PAS/billing/claims connections, data pipelines, and modernization that meets your core where it is.
"We have an AI mandate and are unsure where to start."
Document ingestion, risk scoring, and copilots applied to specific insurance processes: submission triage, claims summarization, underwriting research. We start where the payback is measurable, not where the demo looks best.
“Our policyholders expect self-service we can't deliver.”
Policyholder portals and mobile apps, digital FNOL, self-service billing, and document access. Connected back to the systems of record instead of sitting beside them.
“Our producers can't self-serve, so our team does it for them.”
Agent and broker portals, appetite APIs, producer management, and commission automation.
“Staying compliant is manual, slow, and risky.”
Rate and form filing including SERFF, statutory and regulatory reporting, document generation, reinsurance and treaty management, and the audit trails that make all of it defensible.

The question we always start with is:
“What does success actually look like for you?”
Some carriers come to us with a defined project. Others come with a challenge and no idea how to solve it.
Either way, the answer to that question is what we build against. We plug in wherever you need us, from a single
initiative to a full-scale program, and we stay as long as we’re adding value.
CEO
From consulting to execution.
Advise
Discovery, architecture, build-versus-buy analysis, and scoping. Some engagements stop here, and that's a legitimate outcome. You leave with a decision you can defend and a plan someone can actually execute.
Deliver
Custom development or platform implementation, configuration, and integration. Phased, specified, and measured against the outcome you chose. When it goes live, your team knows how to run it.
Support
Ongoing support, enhancement, and managed services, for what we built, or for what you were already running before we met. Many of our carrier relationships continue long past the first project.
We’re technology and vendor agnostic. Sometimes the right answer is custom-built around exactly how your team works. Sometimes it’s optimizing the platform you already run on. We don’t lead with a preferred stack, we lead with your goals.
OUR COMMITMENT
Failure is not an option. Not for you, and not for us.
We’ve heard the same story too many times. A project launches. It gets rolled back, or worse, it goes live and the team quietly works around it. Months of your people’s time. A budget someone had to fight for. And at the end of it, the same problems you started with, plus a little less credibility for whoever proposes the next one.
That's the outcome we build against. Here's how.
Scope is settled before work starts.
Most failed projects were misunderstood at the outset. Not disagreed on, misunderstood, which is worse because nobody notices until the work is underway and running over budget and over time. We won’t quote before we understand the operation, and we won’t start until the specification and the success measure are both agreed.
You see working software early, and often.
Phased delivery with real checkpoints means a project that’s drifting surfaces early rather than at handover. Your team validates each phase before the next begins, and each checkpoint is where we confirm that what we’re building still matches what you asked for. Alignment is not something you agree on once at kickoff.
Nobody has to translate insurance for us.
Requirements get lost between the business and a delivery team that doesn’t know the domain. It’s one of the most common reasons good plans produce bad software. Our team has built across underwriting, claims, policy administration, billing, distribution, and compliance. You describe the problem in your language and we build from that.
Adoption is designed in, not trained in.
The technology is rarely what kills a project. It’s the people who were never brought along. So we build around how your team already works, shadowing the real process, keeping what works, and releasing in pieces small enough to absorb. If the people who have to use it end up working around it, we didn’t do our job.
Where to begin
Three ways carriers usually start with us
Most of our relationships begin with one well-scoped and delivered project, and grow from there. These are the three most common entry points.
1
Submission intake automation
Intake, clearance, and triage rebuilt so underwriters stop re-keying and start underwriting. Measured on submission throughput and quote turnaround.
2
One claims workflow, end-to-end
Usually FNOL or a single line's adjuster workflow, built with review points so your team validates each stage before it goes live.
3
AI, applied to one process where it counts
Document extraction, risk summarization, claim triage, or another process where the volume is high and the payback is countable. Built into the workflow your team already uses, and measured on cycle time.
Facing one of these, or something else entirely?

Why carriers choose Paktolus
You'll feel the difference right away.
We already know insurance.
You won’t spend the first three meetings explaining endorsements, bordereaux, or why submission intake can’t just be “digitized.” We’ve built across underwriting, claims, policy administration, billing, distribution, compliance, and financial reporting.
We build the solution, not just a recommendation.
Many of our clients came to us after engagements that produced a strategy deck and little else. The measure we hold ourselves to is whether your team is still using what we delivered year after year.
We’re easy to work with.
Your preferred cadence, your project management system or ours. Bottom line, we adapt to how you work. Most of our growth comes from referrals, and that’s a large part of why.

Common questions
Questions Carriers Ask Us
Replacing your policy administration system is sometimes the right answer and often isn’t, and it’s worth knowing which before you commit. A great deal of what carriers want from a new core can be delivered at the edges of the one they have: intake, rating, portals, data flow. On one engagement we unified data from seventeen separate systems, a mix of third-party and internally built, into a single platform that produced over 70% efficiency gains without replacing what sat underneath. When replacement genuinely is the right call, we implement and integrate core platforms too. What we won’t do is tell you the answer before we understand your operation.
Yes. Paktolus works with Guidewire and Duck Creek, along with several other core platforms, across implementation, configuration, integration, and extension. That includes production builds that pull real-time policy data from Guidewire alongside Verisk risk benchmarks and CRM systems. We also work in environments running older or homegrown systems, and we’ve built more than 300 carrier integrations across both modern and legacy stacks.
