Sound familiar? Bordereaux built by hand. Capacity partners waiting on data. Programs that take months to launch. Producers who won't wait. Sound familiar?

We’re not a consulting firm that recommends and departs. We build the solution. You own the outcome. Paktolus builds, implements, and integrates technology for MGAs and program administrators: submission and appetite tools, underwriting and binding workflow, bordereaux and capacity reporting, and the connections between your systems and your carriers.

Common MGA Challenges

These are the problems MGAs bring us most often.

"Producers bind with whoever answers first."

Broker portals, appetite APIs, producer onboarding and licensing, submission tools, and commission automation. Built so your brokers can see what you’ll write before they send it.

DISTRIBUTION +
PRODUCER EXPERIENCE →

Submission intake and clearance, appetite matching, rating, quote-to-bind workflow, ACORD digitization, and policy administration. Built around your delegated authority rules, not a generic workflow.

UNDERWRITING + POLICY OPERATIONS →

Bordereaux automation, carrier connectivity, data pipelines, and API architecture. One source of truth that produces each capacity partner’s format without a monthly scramble.

SYSTEMS INTEGRATION +
CARRIER CONNECTIVITY →

Document ingestion, appetite matching, risk scoring, and copilots applied to specific insurance processes: submission triage, clearance, underwriting research. We start where the payback is measurable, not where the demo looks best.

AI + INTELLIGENT AUTOMATION →

Surplus lines filing and tax reporting, binding authority audit trails, statutory and regulatory reporting, document generation, and the cession and treaty reporting your capacity partners require.

COMPLIANCE +
REGULATORY OPERATIONS →

FNOL intake, TPA integration, adjuster workflow, reserve visibility, and claims data flowing back to your carrier partners in the form they expect.

CLAIMS MODERNIZATION →

Insured portals and mobile access, certificate issuance, policy documents, self-service billing, and digital FNOL. Connected back to the systems of record instead of sitting beside them.

Our approach

The question we always start with is:
“What does success actually look like for you?”

Some MGAs come to us with a defined project. Others come with a challenge and no idea how to solve it.
Either way, the answer to that question is what we build against. We plug in wherever you need us, from a single
initiative to a full-scale program, and we stay as long as we’re adding value.

From consulting to execution.

advise box icon

Advise

Discovery, architecture, build-versus-buy analysis, and scoping. Some engagements stop here, and that's a legitimate outcome. You leave with a decision you can defend and a plan someone can actually execute.

deliver box icon

Deliver

Custom development or platform implementation, configuration, and integration. Phased, specified, and measured against the outcome you chose. When it goes live, your team knows how to run it.

support box icon

Support

Ongoing support, enhancement, and managed services, for what we built, or for what you were already running before we met. Many of our MGA relationships continue long past the first project.

We’re technology and vendor agnostic. Sometimes the right answer is custom-built around exactly how your team works. Sometimes it’s optimizing the platform you already run on. We don’t lead with a preferred stack, we lead with your goals.

OUR COMMITMENT

Failure is not an option. Not for you, and not for us.

We’ve heard the same story too many times. A program launch slips two quarters. A broker portal goes live and nobody uses it. A reporting build that was supposed to end the monthly scramble ends up alongside the spreadsheet instead of replacing it. Months of your people’s time. A budget someone had to fight for. And at the end of it, the same problems you started with, plus a little less credibility for whoever proposes the next one.

That's the outcome we build against. Here's how.

Scope is settled before work starts.

Most failed projects were misunderstood at the outset. Not disagreed on, misunderstood, which is worse because nobody notices until the work is underway and running over budget and over time. We won’t quote before we understand the operation, and we won’t start until the specification and the success measure are both agreed.

Insurance check icon

You see working software early, and often.

Phased delivery with real checkpoints means a project that’s drifting surfaces early rather than at handover. Your team validates each phase before the next begins, and each checkpoint is where we confirm that what we’re building still matches what you asked for. Alignment is not something you agree on once at kickoff.

Insurance check icon

Nobody has to translate insurance for us.

Requirements get lost between the business and a delivery team that doesn’t know the domain. It’s one of the most common reasons good plans produce bad software. You won’t explain what a bordereau is, why binding authority changes the workflow, or what your capacity partner needs in the monthly file. We’ve built all of it before.

Insurance check icon

Adoption is designed in, not trained in.

The technology is rarely what kills a project. It’s the people who were never brought along. So we build around how your team and your producers already work, shadowing the real process and releasing in pieces small enough to absorb. If the people who have to use it end up working around it, we didn’t do our job.

Where To Begin

Three ways MGAs usually start with us

Most of our relationships begin with one well-scoped and delivered project, and grow from there. These are the three most common entry points.

1

Submission intake and triage

Clearance, data extraction, and routing so underwriters see the submissions that matter first. Measured on submission throughput and quote turnaround.

2

A submission portal with appetite built in

Producers see what you'll write before they send it, submissions arrive structured instead of as email attachments, and your team stops answering the same questions.

3

Bordereaux and capacity reporting automation

One source of truth that produces each carrier partner's format on schedule, without the month-end scramble and without a person reconciling columns by hand.

Why mGAS choose Paktolus

You'll feel the difference right away.

You won’t spend the first three meetings explaining binding authority, bordereaux, and why appetite is more than carrier eligibility rules.

You won’t spend the first three meetings explaining bordereaux, binding authority, or why appetite matching isn’t just a search filter. We’ve built across submission and distribution technology, underwriting workflow, policy administration, billing, claims, and the carrier connections that hold a program together.

We build the solution, not just a recommendation.

Many of our clients came to us after engagements that produced a strategy deck and little else. The measure we hold ourselves to is whether your team is still using what we delivered year after year.

We’re easy to work with.

Your preferred cadence, your project management system or ours. Bottom line, we adapt to how you work. Most of our growth comes from referrals, and that’s a large part of why.

Common questions

Questions MGAs Ask Us

Yes. Bordereaux automation is one of the most common projects MGAs bring us. The work usually involves building a single source of truth from your policy and claims data, then generating each capacity partner’s required format from it on schedule. The hard part is rarely the reporting itself. It’s the data quality and exception handling underneath it, which is where most spreadsheet-based processes are actually spending their time. On a recent engagement, monthly data from more than 25 MGAs is now validated and ingested in minutes, and business reporting that took eight hours takes seconds.

That’s the right question to ask, and it’s the one most portal projects fail on. Producers can’t be compelled to adopt anything, because the submission can always go somewhere else. So we design for adoption from the start: shadowing how your brokers actually work today, keeping what’s familiar, and releasing in pieces small enough to absorb. On a recent producer onboarding build, adoption reached 100% within the first month.

Yes, and it’s a large part of what we do. We’ve built more than 300 carrier integrations, which means connecting to policy administration, billing, claims, and reporting systems we don’t control and can’t change. We also work within platforms you may already be operating on, including carrier-provided systems where your access is limited.
