Sound familiar? Submissions arriving as email attachments. Appetite matched from memory. Quotes that lose to whoever answered first. Sound familiar?

We’re not a consulting firm that recommends and departs. We build the solution. You own the outcome. Paktolus builds, implements, and integrates technology for wholesale and surplus lines brokers: submission intake and triage, appetite matching, quote comparison, market connectivity, and the surplus lines compliance underneath all of it.

300+ Carrier integrations

Common Challenges for Wholesalers

These are the problems wholesale and surplus lines brokers bring us most often.

“Every submission arrives differently and someone has to key it in.”

Submission intake and clearance, data extraction, quote comparison, binding workflow, ACORD digitization, and policy issuance for the business you bind. Built so your brokers spend their time placing risk instead of
retyping it.

UNDERWRITING + POLICY OPERATIONS →

Retail agent portals, appetite APIs, submission tools, market and product information, and commission handling. So the agent choosing where to send a risk can see what you’ll write before they send it.

DISTRIBUTION + PRODUCER EXPERIENCE →

Document ingestion and OCR, data extraction and validation, risk scoring, and copilots applied to specific insurance processes: submission triage, clearance, appetite matching, and market research. We start where the payback is measurable, not where the demo looks best.

AI + Intelligent Automation →

API and microservices architecture, market and carrier connectivity, rating and portal integration, data
pipelines, and modernization that works with systems
you don’t control.

SYSTEMS INTEGRATION + CARRIER CONNECTIVITY →

Surplus lines filing and tax reporting by state, diligent effort and declination documentation, regulatory reporting, document generation, and the audit trails that make all of it defensible.

COMPLIANCE + REGULATORY OPERATIONS →

Claims reporting and intake, carrier and TPA integration, status visibility for your team, and reporting that lets you answer a retail agent’s question without three phone calls first.

Our approach

The question we always start with is:
“What does success actually look like for you?”

Some wholesalers come to us with a defined project. Others come with a challenge and no idea how to solve it.
Either way, the answer to that question is what we build against. We plug in wherever you need us, from a single
initiative to a full-scale program, and we stay as long as we’re adding value.

From consulting to execution.

Advise

Discovery, architecture, build-versus-buy analysis, and scoping. Some engagements stop here, and that's a legitimate outcome. You leave with a decision you can defend and a plan someone can actually execute.

deliver box icon

Deliver

Custom development or platform implementation, configuration, and integration. Phased, specified, and measured against the outcome you chose. When it goes live, your team knows how to run it.

support box icon

Support

Ongoing support, enhancement, and managed services, for what we built, or for what you were already running before we met. Many of our relationships continue long past the first project.

We’re technology and vendor agnostic. Sometimes the right answer is custom-built around exactly how your team works. Sometimes it’s optimizing the platform you already run on. We don’t lead with a preferred stack, we lead with your goals.

OUR COMMITMENT

Failure is not an option. Not for you, and not for us.

We’ve heard the same story too many times. An intake tool that handled the clean submissions and sent the rest back to the inbox. A portal retail agents tried once and abandoned. An automation project that improved throughput on paper while the team quietly kept a parallel spreadsheet. Months of your people’s time.A budget someone had to fight for. And at the end of it, the same problems you started with, plus a little less credibility for whoever proposes the next one.

That's the outcome we build against. Here's how.

Scope is settled before work starts.

Most failed projects were misunderstood at the outset. Not disagreed on, misunderstood, which is worse because nobody notices until the work is underway and running over budget and over time. We won’t quote before we understand the operation, and we won’t start until the specification and the success measure are both agreed.

Insurance check icon

You see working software early, and often.

Phased delivery with real checkpoints means a project that’s drifting surfaces early rather than at handover. Your team validates each phase before the next begins, and each checkpoint is where we confirm that what we’re building still matches what you asked for. Alignment is not something you agree on once at kickoff.

Insurance check icon

Nobody has to translate insurance for us.

Requirements get lost between the business and a delivery team that doesn’t know the domain. It’s one of the most common reasons good plans produce bad software. You won’t explain diligent effort, why a declination has to be documented, or the difference between brokerage and contract binding. We’ve built inside all of it.

Insurance check icon

Adoption is designed in, not trained in.

The technology is rarely what kills a project. It’s the people who were never brought along, and for a wholesaler that includes retail agents you don’t employ and can’t require to do anything. So we build around how your brokers and your agents already work, shadowing the real process and releasing in pieces small enough to absorb. On a recent producer-facing build, adoption reached 100% within the first month. If the people who have to use it end up working around it, we didn’t do our job.

Where To Begin

Three ways wholesalers usually start with us

Most of our relationships begin with one well-scoped and delivered project, and grow from there. These are the three most common entry points.

1

Submission intake automation

Emailed submissions parsed automatically, data extracted and validated, and structured records pushed into your system so risks can be scored and prioritized instead of queued. On a recent E&S build handling exactly this problem, including attachments with handwritten elements, manual data entry dropped 90% and initial underwriting review became five times faster.

2

A retail agent submission portal with appetite built in

Agents see what you'll write before they send it, submissions arrive structured rather than as attachments, and your team stops answering the same eligibility questions by email.

3

Surplus lines compliance and filing automation

State-by-state filing and tax calculation, diligent effort and declination documentation captured as part of the workflow rather than reconstructed afterward, and audit trails that hold up under examination.

Why wholesalers choose Paktolus

You'll feel the difference right away.

We already know insurance.

You won’t spend the first three meetings explaining surplus lines filings, diligent effort, or why appetite matching isn’t a search filter. We’ve built across submission and distribution technology, underwriting workflow, policy administration, billing, compliance, and claims.

We build the solution, not just a recommendation.

Many of our clients came to us after engagements that produced a strategy deck and little else. The measure we hold ourselves to is whether your team is still using what we delivered year after year.

We’re easy to work with.

Your preferred cadence, your project management system or ours. Bottom line, we adapt to how you work. Most of our growth comes from referrals, and that’s a large part of why.

Common questions

Questions Wholesalers Ask Us

Yes, and that’s the version of the problem we see most often. A recent engagement for an E&S operation dealt with exactly this: quote submissions arriving by email in multiple formats, frequently including handwritten elements, producing slow turnaround and inconsistent data. We built an end-to-end intake pipeline using OCR and a custom AI model to parse attachments, then extract, validate, and push structured data into the underwriting system where submissions could be scored and prioritized. Manual data entry dropped 90%, field-level accuracy reached 95% overall and 85% on handwritten content, and straight-through processing went from zero to 85% within the first 90 days.

That’s the right question, and it’s where most portal projects fail. Retail agents can’t be required to do anything, because the submission can always go to another wholesaler. So we design for adoption from the start: shadowing how agents actually submit today, keeping what’s familiar, and giving them something that saves them time rather than transferring work onto them. A portal that answers the eligibility question before they submit is worth more to an agent than one that simply moves the form online. On a recent producer-facing build, adoption reached 100% within the first month.

Yes. Surplus lines compliance is a natural automation target because the rules are state-specific, the deadlines are fixed, and most of the work is data assembly rather than judgment. We build filing and tax calculation by state, capture diligent effort and declination documentation as part of the placement workflow rather than reconstructing it later, and generate the audit trails that hold up under examination.

Yes, and it’s a large part of what we do. We’ve built more than 300 carrier integrations, which means connecting to portals, rating systems, and reporting environments we don’t control and can’t change, including markets with no formal API. Placing across dozens of markets on different technology is a normal starting condition rather than an obstacle.

Yes. You own the code and the data. Your submission flow and your market relationships are the business, and a vendor holding the system that runs them creates a dependency that gets expensive at exactly the moment you have leverage elsewhere. We build it, you own it, and you can run it, extend it, or move it without us.

Tell us what's slowing your operation down.

Twenty minutes, a candid conversation. If we’re not the right fit, we’ll say so.
